In comexion with the enquiry made by the British
Minister at The Hague on January 31 last whether the
Netherland Government would be prepared to enter into an arrangement for the control of the export of morphia and kindred drugs from Great Britain' to the Netherlands,
have the honour to request your Lordship, in accordance
with instructions received, to be good enough to let me
know what is the attitude taken up by the British
Government with regard to article 295 of the Treaty of
Versailles, i.e. whether the British Government consider
themselves bound by the Opium-Convention direct by the
ratification of the said Treaty or whether they first
await the notification meant in the third paragraph of
the article in question.
I should feel very grateful if I could receive a reply within a short delay and have the honour to remain with the highest consideration
